Norwalk Police Department was organized in 1903 when Mayor C. W. Anderson
appointed F. R. Remington Chief of Police. Mr. Remington had served in the Fire
Department for four years and Mayor Anderson believed he would make a good chief for the
new Police Department.
There were 3 original officers of the Norwalk Police Department along with the Chief.
Officers were Frank Adelman, August Arnold and L.D. Ward. Mr. F. Adelman later became
deputy sheriff. Mr. A. Arnold was killed in the line of duty on November 27, 1917 while
arresting Frank Grabowski for intoxication on West Seminary Street.
In 1928 City Council had authorized the appointment of a fourth officer increasing the force
to five which included the Chief. Before the hiring of a new officer the force consisted
of Chief F. R. Remington, L.D. Ward, William Folk and Frank Kromer.
